Statement of Agency Organization and Operation

General Information 

Our office focuses on access to high-quality early education, accountability and transparency, and assisting and maintaining the vital network of early learning providers who nurture the developing mind.

The Office of Early Learning (OEL) headquarters is located at 250 Marriott Drive, Tallahassee, Florida 32399-2500. Business hours are Monday through Friday from 8 a.m. to 5 p.m. This is also the mailing address where the public may obtain information, submit documents or make requests.

Agency Organization

OEL is headed by an executive director who is fully accountable to the commissioner of education. As required by Section 20.15(2)(i)1, Florida Statutes, the executive director administers the early learning programs, including the School Readiness Program and the Voluntary Prekindergarten Education Program at the state level.

OEL is fully accountable to the commissioner of education but independently exercises all powers, duties and functions prescribed by law. It is not part of the K-20 education system.

OEL administers federal and state child care funds and partners with 30 local early learning coalitions and the Redlands Christian Migrant Association to deliver comprehensive early learning services statewide. The office oversees three programs—the School Readiness Program (as authorized per F.S. 1002.82), the Voluntary Prekindergarten Education Program (as authorized per F.S. 1002.53), and Child Care Resource and Referral services (as authorized per F.S. 1002.92).

Except as limited by applicable statutory restrictions and confidentiality requirements, all OEL records are public and shall be made available for inspection. Copies may be obtained at a cost not to exceed the cost of reproduction plus any special service charge for clerical or supervisory assistance.

Documents can be filed in person, via regular or express mail, or electronic mail directed to the agency clerk.

Any document received by the office of the agency clerk after 5 p.m., including electronic mail filings received after 5 p.m., shall be filed as of 8 a.m. on the next regular business day. Parties who opt to file via electronic mail are responsible for any delay, disruption or interruption of the electronic signals and accept the risk that the document may not be properly filed as a result
