2019-2021 Child Care Development Fund State Plan

The Office of Early Learning is the lead agency responsible for developing the Child Care and Development Fund (CCDF) State Plan. The School Readiness Program is funded primarily by CCDF. Each state must submit detailed information regarding how the state will ensure the affordability, availability and quality of child care. The CCDF State Plan for 2019-2021 was due July 1, 2018. The 2019-2021 CCDF State Plan is effective October 1, 2018 through September 30, 2021.

2019-2021 CCDF Public Hearing

A public hearing was held on Wednesday, May 30, 2018, to gather input and feedback on the proposed draft 2019-2021 CCDF Plan.

CCDF Reauthorization Background

On Nov. 19, 2014, President Obama signed the Child Care and Development Block Grant (CCDBG) Act of 2014 into law. This reauthorizes the child care program for the first time since 1996 and represents a historic re-envisioning of the CCDF program. The new law makes significant advancements by defining health and safety requirements for child care providers, outlining family-friendly eligibility policies, and ensuring parents and the general public have transparent information about the child care choices available to them. For more information and resources visit the Office of Child Care’s CCDF Reauthorization page.
