In 2002, Florida voters approved a constitutional amendment to create the Voluntary Prekindergarten (VPK) Education Program. Since 4-year-olds began attending VPK in fall 2005, nearly two million Florida children have benefited from the program. The Office of Early Learning, which is part of the Florida Department of Education, administers the program. Early learning coalitions work directly with VPK providers and school districts that deliver the program.
Florida's laws provide structure and framework to VPK.
